CEAPAT: Empowering Independence and Inclusion for Individuals with Disabilities

On November 8, we travelled to Madrid early in the morning with Mr. Joaquín Francisco Roca González and Mr. Rafael Hernández Arnaiz in order to visit CEAPAT—El Centro de Referencia Estatal de Autonomía Personal y Ayudas Técnicas del Imserso en Madrid, or The State Reference Centre for Personal Autonomy and Technical Aid for Immersion in Madrid.

Founded through a Ministerial Order on April 7, 1989, CEAPAT has been a steadfast advocate for individuals with disabilities, particularly those facing dependency issues. A pivotal moment came in 2006 when CEAPAT joined the State Reference Centres (CRE) network, reflecting its commitment to delivering quality social services across the nation.

Over the years, CEAPAT has evolved into a key player in promoting personal autonomy and enhancing the lives of people with disabilities and older individuals.

Vision and Mission:

CEAPAT’s vision is clear: to serve as a reference and centre of excellence in accessibility, design, support products, and digital interaction for the benefit of an advanced society. Its mission revolves around making the rights of people with disabilities and older individuals effective through comprehensive accessibility, support products, and technology designed for all.

Professional Support and Organisation:

CEAPAT boasts an interprofessional team comprising experts in architecture, engineering, psychology, speech therapy, occupational therapy, documentation, computing, workshops, and administration. This multidisciplinary approach enables CEAPAT to provide comprehensive solutions addressing various aspects of personal autonomy and technical aid.

Services:

CEAPAT focuses on three main aspects of service delivery:

  • Architecture-related Services: Providing accessible environments that cater to the diverse needs of individuals.
  • Assistive Products and Communication: Offering support products and communication aids to enhance independence.
  • Technological Development: spearheading innovation in technology to create solutions for accessibility challenges.

CEAPAT’s services include the analysis, systematisation, and dissemination of information and knowledge; promotion of research and development; innovation of intervention methods and techniques; training of professionals; and collaboration in the development and application of technical standards. Additionally, it provides support, advice, and technical assistance to institutions and other resources in the sector.
